Why does Costco crop my photos?

3 crop is being stretched to fit the 8″ size and than 12 inches is being cropped accordingly, which changes the intended content of the photo. Basically they are stretching my smallest dimension to fit their smaller edge, but instead I would like them to make the longest dimension fit theirs and shrink the 8″ to 6.3″.
